The Ministry of Municipality warned against leaving, pouring or disposing of construction and demolition waste and hard excavations in places other than those designated for them.

And explained, through its account on Twitter, that the previous actions constitute a violation and are punishable by a fine of 25,000 riyals, according to Law No. 18 of 2017 on public cleanliness.

The law also sets a fine of 10,000 riyals for leaving waste, garbage bags, or food leftovers in front of homes or in public places, throwing tissue paper, waste, empty packages, or spitting on sidewalks, roads, or in public places.

The Public Hygiene Law includes many articles, including:

Article 2

It is prohibited to throw, leave or dispose of waste in public places, squares, roads, streets, corridors, alleys, sidewalks, squares, gardens, public parks, sea beaches, vacant lands, rooftops, walls, balconies, skylights, corridors, yards, facades of houses, buildings, parking lots and sidewalks adjacent to them and other places, whether public or private.

Building owners and occupants must maintain the cleanliness of their yards, corridors, roofs, facades, parking spaces, and adjacent sidewalks.

Article 3

Spitting is prohibited in public places, squares, roads, streets, lanes, alleys, sidewalks, squares, parks, public parks, and sea beaches.

It is also prohibited to urinate or defecate in places other than those designated for this purpose.

Article 4

It is prohibited to occupy squares, roads, streets, corridors, alleys, sidewalks, squares, and public parking lots with abandoned vehicles, equipment, machines, or temporary or fixed buildings, without a license from the competent municipality.

Article 15 of the Public Hygiene Law, according to the Qatari legal portal "Al Mezan", stipulates the following penalties:

Without prejudice to any more severe penalty provided for by another law:

1- Anyone who violates the provisions of Article (3) of this Law shall be punished by imprisonment for a period not exceeding one year and a fine not exceeding (25,000) twenty-five thousand riyals, or by one of these two penalties.

2- Anyone who violates the provisions of Article (2) of this Law shall be punished by imprisonment for a period not exceeding six months and a fine not exceeding (10,000) ten thousand riyals, or by one of these two penalties.

3- Anyone who violates the provisions of Article (4) of this Law shall be punished with a fine not exceeding (25,000) twenty-five thousand riyals.

4- Anyone who violates any of the provisions of Articles (3), (5), (6), (7), (9), (11/the first paragraph) of this law shall be punished with a fine not exceeding (10,000) ten thousand riyals.

Without prejudice to the penalties stipulated in this Article and taking into account the provisions of Articles (12), (13), (14) of this law, the competent municipality shall instruct the violator to remove the causes of the violation within the period it specifies, or else remove them at his expense, with the collection of expenses in an administrative way.
