In the 2024 Smart City Index (SCI), cities across the Gulf Cooperation Council (GCC) have shown notable progress in integrating technology and infrastructure. Abu Dhabi and Dubai lead the region, ranked 10th and 12th globally, respectively. This year's index, developed by the International Institute for Management Development, evaluates how residents perceive their city’s infrastructure and the effectiveness of technology in everyday life.

The SCI evaluates cities based on two main pillars: Structures and Technology, which are further broken down into five areas—health and safety, mobility, activities, opportunities, and governance.

GCC cities generally scored well in health and safety, with positive feedback on public safety measures, basic sanitation, and medical services. Technological infrastructure, including public Wi-Fi and online reporting systems, was praised for its role in maintaining these standards.
Challenges in Mobility
Mobility remains a challenge in many GCC cities, with traffic congestion and public transport services receiving mixed reviews. While some cities have made strides with car-sharing apps and online parking information, there is still room for improvement to significantly enhance urban mobility.
Cultural and Recreational Activities
Green spaces and cultural activities scored positively, with residents appreciating the availability of parks and cultural events. The use of technology to purchase tickets online has made cultural experiences more accessible, reflecting a successful integration of digital tools in daily life.
Opportunities in Work and Education
Work and education opportunities in the GCC showed mixed results. While job search services and local education options received satisfactory ratings, residents pointed out the need for better online resources and IT skills training. However, current internet speeds and reliability were well-regarded, indicating a solid foundation for future improvements.
Governance and Public Participation
Governance in GCC cities received moderate scores. While business transparency and access to city finances were rated positively, there is potential for greater public participation. Online voting and public engagement platforms are in place, but their overall effectiveness needs to be enhanced to encourage more citizen involvement.
